To date, there is no unified approach to the formation of an effective organizational and technical structure.   • Problems of implementation of regional capital repair programs (on the example of the Rostov region)

    Improving the quality characteristics of the operated housing stock, today, is one of the urgent tasks. The mechanism for solving this problem is the ongoing regional capital repair programs. The basis of an effective capital repair program should be reliable data on the actual technical condition of the facilities, allowing you to determine the required list of types of work, as well as the cost. However, despite significant results, a number of problems have been identified. The article highlights the technical and strategic problems of implementing capital repair programs, and defines the features of performing repair work on cultural heritage sites. This information will allow us to create programs that take into account not only the specifics and degree of deterioration of the region's housing stock, but also to create a system of resource provision for the medium term, assuming the achievement of the target values.

  • Analysis of the implementation of individual elements of the state program "Formation of a comfortable urban environment" in the Rostov region

    Currently, special attention is paid to creating a comfortable urban environment, as a result of this there is a need to create projects that contribute to improving the quality of life of the population.   • To the question of improving the regulatory framework for energy efficiency of buildings and structures within SP 50.13330.2012 "Thermal protection of buildings"

    The article presents an overview of the current situation in the field of energy saving of the Russian Federation. Topical issues of energy efficiency control of buildings and structures as an energy saving tool are considered. The proposed approach allows, while maintaining the General ideology of SP 50.13330.2012 "Thermal protection of buildings", to modify the scale of energy efficiency of buildings and structures, to make it comparable with similar scales adopted in leading European countries. A similar approach to solving this problem is implemented in order to move from the percentage deviation of the level of heat loss (from some basic value) directly to the specific level of these heat losses per unit area. The formula allowing to calculate both normalized and actual value of heat energy consumption for heating and ventilation of buildings is deduced. In the future, the above-mentioned formula is transformed into a formula that takes into account engineering solutions, both with a direct-flow ventilation system and with the use of a recuperative heat exchanger.

    The article deals with methods and models for solving expert problems that allow to avoid the possibility of negative consequences arising as a result of non-compliance with the performance indicators of the project initially set. The current state of the issue of variant study of expert situations is described.   • Research of design documentation of capital construction objects of oil-producing complex. Identification of systematic errors and analysis of their consequences

    This article is the result of a study of project documentation, one of the largest oil companies in the Russian Federation. This article aims to identify and identify systematic errors and deficiencies in the design of oil fields, which can lead to significant risks of accidents, damage to equipment, violation of the integrity of buildings, the emergence of threats to human life. The aim of the author was to identify and systematize these shortcomings, to offer the best options for correction for the purpose of further application, qualitative improvement and acceleration of the design of oil fields. Further examples of errors and shortcomings of project documentation, expected consequences which can occur if not to eliminate these errors and all necessary normative base on these questions will be given. Errors at the design stage, in turn, can lead to disastrous consequences, ranging from increased construction time, ending with emergencies and irreparable damage to the environment and human health, which leads to enormous economic losses. Design errors, even the most insignificant, can be compared with the butterfly effect. A minor mistake in the project can lead to grandiose consequences. Ballasting of pipelines.     The work is a continuation of the study of cable-stayed roofs of large-span sports buildings, it focuses on the technological aspect of the construction of stadiums and sports palaces. Due to the introduced criterion of the location of the assembly of structures, the systematization of technologies for the construction of facilities currently commissioned has been carried out. The result of the work is a comparative table that allows to rationalize the choice of methods of pre-assembly and installation.

  • Analysis of the causes and consequences of potential inconsistencies in the construction industry

    Today, any production process is a means of making a profit for an organization. With this approach, products can be represented as the result of the conversion of input resources into output products. To obtain new information about the product, you can use the cybernetic approach, which allows you not to study the complex physico-chemical phenomena that occur during its production. The cybernetic approach helps to see many different factors that affect the quality of the product. All these factors are important to consider when developing the documentation of the quality management system (QMS). The main task of the QMS is to prevent the influence of negative factors on the quality of the goods. This problem can be solved with a tool called “Failure Type and Effects Analysis (FMEA)”. In the article, with the aim of introducing in the production of building products and structures, the cybernetic model "black box" was considered. Also presented is an analysis of the types and consequences of nonconformities (FMEA analysis), which allows you to see the most significant causes of nonconformities and develop corrective measures for them.   • Influence of observance of the frame dome-shaped roofs assembly design technology on the quality of the completed object and its service properties

    The article examines the influence of observance of the frame dome-shaped roofs assembly technology on the quality of the completed object. This theme is relevant enough, as the building roofs, constructed in accordance with the aforementioned technology, are often found in modern business clusters. It`s natural that prospective investors are interested in perfect quality and seamless service properties of similar construction object designs. The authors considered features of the frame dome-shaped designs construction and assigned its pros and cons; the review of the technical investigation of one of the shopping centers was conducted with purpose of showing the consequences of inaccurate observance of the specified designs installation technology. Subject to facility technical investigation results, recommendations for the safety operation of dome support structures were given.
